I can't comment on djnumatik's advice but can make a recommendation myself.
I buy at lot of used vinyl and most, even the cleanest has crackles.
I am often pleasantly surprised by the results that a normal record cleaning fluid can give.
I myself submerse the records completly, wash them carefully (maybe twice),rinse and then dry them with some paper kitchen towell.
When I play them through the first time I can often still hear some crackle.I think the water dries in the grooves a little.I play them through a couple of times, maybe adding a little heavier weight on the needle and often the results are perfect.
It can't hurt to try this before trying the more 'risky' method explained by djnumatik.
Here's a link to the fluid I use.
It's a little tricky, good to have a dish rack for the record to stand in after.I leave mine a whole day (or longer) so the labels dry through. Also helps if you have two sinks beside each other, one for washing one for rinsing.Oh and a pair of clean rubber gloves.
